SPECIAL PARK ACTIVITIES AND RECREATION CLUB
By-Laws
REVISED MARCH 1999
ARTICLE I
SECTION A: The name of this organization shall be "Special Park Activities and Recreation Club".
SECTION B: The official meeting place shall be the recreation building at K & K Park.
SECTION C: The club business meeting will be held the first Wednesday of each month. If there are other programs scheduled on that date the meeting will be held on the following Wednesday. Meetings will be called to order at 8:30 a.m. Meetings will be held only 6 months of the year from November through April.
SECTION D: Robert's Rule of Order revised to meet our requirements will govern all meetings.
SECTION E: The object of this club is to promote entertainment and recreation for the residents of K & K Park.
SECTION F: Eligibility for membership requires that you be a resident of K & K Park, 4918 14th St. W., Bradenton, Florida.
SECTION G: There are no attendance requirements at the meetings of the club to maintain membership. Your interest will regulate your attendance.
ARTICLE II
SECTION A: Every member of the club, except the President shall be entitled to 1 vote on all business.
SECTION B: All voting requires a majority to be carried. Ten members present constitute a quorum. All votes shall be by hand vote, EXCEPT WHEN 1 OR MORE or more members request a secret ballot. A secret ballot will be held any time there are 2 or more candidates for an office. If there are more than 2 candidates for an office and none receive a majority vote, only the 2 with the largest number of votes will be balloted upon in the next election.
SECTION C: These by-laws can be amended only by the proposed change being presented in writing, and read at a meeting. It must then be held over to the next meeting. It must be read again before it is voted on.
No PTA Board Member may serve as a sparks board member at the same time.

ARTICLE III
SECTION A: There shall be 5 elected officers:, President, Vice President, Secretary, Treasurer, and Asst Treasurer. All officers shall be elected to a 2-year term. Either the Treasurer or Asst Treasurer must be all year residents, so our financial business may be handled promptly during the summer months.
SECTION B: Vacancies in offices to be filled, by election, at the next meeting. Nominations to come from the floor.
SECTION C: At the January meeting 2 members will be elected to the nominating committee. They will be elected from the floor. They are to report at the February meeting.
SECTION D: At the election meeting, in March, nominations may be made from the floor, if they are present, or if they have given a written statement that they are willing to have their name submitted.
SECTION E: The President and Vice President may be elected to a second term, but can not be elected to a third term until they have been out of those offices for a full term.
SECTION F: The officers will be elected and installed at the March meeting. All officers will hold office until their successor is elected and installed.
SECTION G: The President will be an ex-officio member of all committees except the nominating committee.
ARTICLE IV
SECTION A: The President shall preside at all meetings of the club. The President shall vote only in case of a tie vote.
SECTION B: The Vice President shall assume all the duties of the President in the absence of that officer and will render assistance as requested,
SECTION C: The Secretary shall keep accurate records of the meetings in the book provided for that purpose. The secretary will handle all correspondence for the club and be prepared to read the minutes of the previous meeting.
SECTION D: The Treasurer or Asst. Treasurer will bank all monies received by the club, pay all bills, keep an accurate account of all financial transactions and be prepared for an audit a any time.
SECTION E: The Officers and Chairpersons of committees shall not be liable to the club or its members for any mistakes of judgment, negligence, or any other reason except for misconduct or bad faith. They shall have no personal liability with respect to any contract they make for the club.
SECTION F: The President shall appoint a Publicity Director who shall be responsible for all public relations and advertising for the club activities.
ARTICLE V
SECTION A: All committee chairpersons shall keep an accurate and complete record of the activities of their committee and file it in the cabinet in the recreation building. This will serve as a guide for future committees.
SECTION B: Chairpersons will post work sheets on the bulletin board in recreation hall requesting volunteers to help on their projects.
ARTICLE VI
SECTION A: The President shall have the authority to approve monetary expenses or purchases not to exceed $50.00. Transaction over $50.00 must be approved at a meeting. Chairpersons may request money for their projects at a regular meeting.
SECTION B: The President may call special meetings at anytime to transact emergency or unexpected business.
SECTION C: During the summer months the Treasurer or Asst. Treasurer may issue checks for emergency purposes limited to $50.00 per month. For larger expenses the President and or the Vice President must be contacted at club expenses.
By-laws voted on and accepted by all residents in attendance at regular SPARKS meeting held March 5, 2000.
Additional Rules:
Chairperson for Kitchen event, can get $100.00 when needed in advance, for purchases.
Chairperson must turn in receipts after each event they host, also a break down of how money was spent.
Flower fund to get $100.00 when needed and must turn in receipts
Newspaper editors to get $300.00 a year for copy machine and other supplies.
Event Committee's to purchase supplies for events wherever they choose.
